UPDATE @ 5:40 PM: Memphis city council members passed the controversial ordinance with a vote of 7-6.The controversial ordinance which aims to decriminalize small amounts of marijuana will go before the Memphis City Council once again.This is the third and final reading of this proposed ordinance.
